Etymology: Dibranchus: Greek, di = two + Greek, brangchia = gills (Ref. 45335); velutinus: Named for the fine tubercles that give its skin the velvety look (velutinus = velvet).

Cephalic lateral-line counts: subopercular 6, preopercular, 2. Tail lateral-line counts 13. Paired fins slender and weak; skin slightly puffy with fin membranes thin and translucent (Ref. 40826).
