Etymology: Luciogobius: Latin, lucius = pike + Latin, gobius = gudgeon (Ref. 45335); chaojinensis: Named for its type locality 'Chaojin Park', a famous marine conservation zone in Keelung City in northern Taiwan.

Dorsal spines (total): 1; Dorsal soft rays (total): 10; Anal spines: 1; Anal soft rays: 11; Vertebrae: 41. This species is distinguished from its congeners by the following set of characters: D2 I,10 and A I,11, pectoral-fin rays modally 13, with one upper, short free soft ray; vertebrae 20 + 21 = 41. Colouration: head and body with small tiny blackish brown spots, with head of males having densely-set small blackish brown spots; second dorsal fin brown and darker on the lower half; pectoral fin base on upper 1/2 region with round melanophores, and pectoral fin membrane is mostly spotless (Ref. 133051).
